Achieving the market balance continues to be the main topic in the fuel additives market in Russia. The margins in oil refining have narrowed by now, mainly due to the tax maneuver introduced in the past year. Lower profits have had a direct impact on the progress of modernization stipulated in the quadripartite agreements, as the major oil companies are breaking the commissioning deadlines. The situation is also being aggravated by the ongoing economic crisis, which results in lower demand for light oil products, as well as in falling car sales. All these factors could not but influence the fuel additives market.

In addition, the industry is affected not only by the local government regulations, but also by the international politics. Taking this into consideration, we believe that discussing import substitution and development of Russian technologies in the fuel segment should be on the agenda. We also suggest that the new reality in the fuel components market shaped by the transition to Euro class 5 fuels be discussed.
